    I sostantivi come public sono chiamati collettivi perché indicano un gruppo di persone. In inglese possono essere seguiti dal verbo al singolare o al plurale, a seconda del contesto. In generale, se si pensa al sostantivo in modo impersonale, si sceglie il singolare: The public is up in arms over government proposals to raise income tax, la gente è in rivolta contro le proposte del governo di aumentare l'imposta sul reddito. Se invece si pensa alle singole persone che fanno cose diverse all'interno del gruppo, si sceglie il plurale: The public have some hard choices to make, il pubblico deve fare delle scelte difficili. Si noti che quando il verbo è al singolare, un'eventuale proposizione relativa sarà introdotta da which o that, mentre se il verbo è al plurale, poiché si pensa alle persone, si ricorre a who.
